| Abstrak | Latar Belakang: Menurut Peraturan BPJS Kesehatan No. 4 Tahun 2016 tentang Petunjuk Teknis Penyelenggraan Koordinasi Manfaat dalam Program JKN Pasal 1 bahwa program Coordination of Benefit (COB) atau Koordinasi Manfaat adalah suatu metode dimana dua atau lebih penanggung (insurer) yang menanggung orang yang sama untuk manfaat asuransi kesehatan yang sama, membatasi total manfaat dalam jumlah tertentu yang tidak melebihi jumlah pelayanan kesehatan yang dibiayakan. Namun, dalam pelaksanaannya masih terdapat beberapa kendala di RS Ananda Purwokerto. Tujuan penelitian ini yaitu untuk menganalisis implementasi pelayanan pasien dengan koordinasi manfaat dalam program Coordination of Benefits (CoB) BPJS Kesehatan di Rumah Sakit Ananda Purwokerto Tahun 2018. Metodologi: Jenis penelitian yang digunakan adalah kualitatif dengan desain studi kasus. Penentuan informan berdasarkan teknik purposive sampling sebanyak 10 orang. Pengolahan dan analisis data dalam penelitian ini menggunakan content analysis dengan pendekatan thematic network. Hasil Penelitian: Program CoB sedang dijalankan di RS Ananda Purwokerto. Untuk menerapkan Program CoB strategi yang dimiliki para stakeholder dan sumber daya serta metode untuk menerapkan Program CoB belum adekuat. Meskipun sumberdaya yang dibutuhkan belum adekuat, proses penerapan pelayanan bagi pasien CoB sudah berjalan dengan baik. Pasien juga merasa puas dengan pelayanan yang telah diberikan. Namun, untuk jumlah pasien CoB belum diketahui secara pasti karena tidak adanya perekapan khusus untuk pasien CoB. Kesimpulan: Para stakeholder tidak memiliki upaya khusus untuk menerapkan Program CoB. Meskipun demikian, penerapan Program CoB di RS Ananda Purwokerto sudah berjalan cukup baik, hanya saja pemenuhan sumberdaya untuk mendukung Program tersebut belum maksimal. |
| Abstrak (Inggris) | Background: According to Regulation of BPJS Health No. 4 in 2016 about The Technical Guidance for the Co-ordination of Benefits in the JKN Program Clause 1 that The Coordination of Benefit (COB) program is a method as the time when one or more insurers who bear the same person for the same health insurance benefit is limiting total benefits in a certain amount that does not exceed the amount of health services that was financed. However, in the implementation there are still some obstacles in RS Ananda Purwokerto. The purpose of this study is to analyze the implementation of patient services with the coordination of benefits in the Coordination of Benefits (CoB) BPJS Health Program at Ananda Hospital Purwokerto in 2018. Methodology: The method of this research was qualitative with case study design. The subject of this research was collected by purposive sampling technique, amounted 10 informan. The data was processed and analysed by content analysis with thematic network approach. Results: CoB program is still on going in Ananda Hospital Purwokerto. The implementation of CoB Program strategies owned by stakeholders, the resources and methods are inadequate. Although the resources required are inadequate, the process of applying services for CoB patients implemented well. Patients are also satisfied with the services provided. However, the number of CoB patients is not yet known for certain absence of specific recall for CoB patients. Conclusion: The stakeholders have no special effort to implement the CoB Program. Nevertheless, the implementation of CoB Program in Ananda Hospital Purwokerto implemented well, but the fulfillment of resources to support the program has not yet maximized. |
