| Abstrak | Penelitiaan ini dilatar belakangi oleh upaya pemerintah dalam mengurangi angka kecelakaan lalu lintas, melalui kebijakan penyalaan lampu utama sepeda motor pada siang hari. Lokasi penelitian ini berada di wilayah Kabupaten Banyumas. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis implementasi kebijakan penyalaan lampu utama sepeda motor pada siang hari, serta besarnya pengaruh komunikasi kebijakan, sumber-sumber kebijakan, disposisi atau kecenderungan kebijakan, struktur birokrasi kebijakan terhadap efektivitas kebijakan, baik secara parsial maupun secara bersama-sama. Dengan sasaran penelitian adalah pengendara kendaraan bermotor dan aparatur pelaksana kebijakan. Penelitian ini menggunakan metode penelitian kuantitatif dengan pendekatan metode survey, dengan teknik pengumpulan data melalui kuesioner, observasi dan dokumentasi, dan wawancara mendalam. Pengujian hipotesis menggunakan korelasi kendall tau, analisis konkordansi kendall W dan ditambahkan regresi ordinal. Berdasarkan hasil analisis secara kuantitatif dalam penelitian ini dapat dijelaskan terdapat pengaruh yang signifikan antara komunikasi kebijakan terhadap Efektivitas Kebijakan, dengan arah positif sebesar 0,216. Artinya, semakin baik komunikasi maka akan semakin baik pula efektivitas kebijakan, namun dengan pengaruh yang lemah. Terdapat pengaruh yang signifikan antara sumber-sumber kebijakan terhadap Efektivitas Implementasi Kebijakan, dengan arah positif sebesar 0,206. Artinya, semakin baik sumber-sumber kebijakan maka akan semakin baik pula efektivitas kebijakan, namun dengan pengaruh yang lemah. Terdapat pengaruh yang signifikan antara disposisi terhadap Efektivitas Implementasi Kebijakan, dengan arah positif sebesar 0,196. Artinya, semakin baik disposisi maka akan semakin baik pula efektivitas kebijakan, namun dengan pengaruh yang sangat lemah. Terdapat pengaruh yang signifikan antara struktur birokrasi terhadap Efektivitas Implementasi Kebijakan, dengan arah positif sebesar 0,274. Artinya, semakin baik struktur birokrasi maka akan semakin baik pula efektivitas kebijakan, namun dengan pengaruh yang lemah. Terdapat pengaruh yang signifikan antara Komunikasi, Sumber-sumber, Disposisi, dan Sruktur Birokrasi terhadap Efektivitas Implementasi Kebijakan, dengan arah positif sebesar 0,274. Artinya, semakin baik Komunikasi, Sumber-sumber, Disposisi, dan Sruktur Birokrasi maka akan semakin baik pula efektivitas kebijakan, namun dengan pengaruh yang lemah. |
| Abstrak (Inggris) | This research is motivated by the government’s effort to reduce the number of traffic accidents trought policies of ignition motorcycle headlights in the daytime. The location of the research was Banyumas regency. The purpose of this study was to investigate and analyze the implementation of policies ignition motorcycle headlights in the daytime; meanwhile, the influence of policy communication, policy sources, disposition or tendency of policy, and bureaucratic structures of the effectiveness of the policy, both partially and collectively. Furthermore, the goal of research is motorists and apparatus implementing policies that were Satlantas Police Banyumas, Banyumas Dinhubkominfo, and Jasa Raharja Purwokerto. This research design was quantitative research method with survey approach; and, the technique of data collections were questionaire, observasion, and documentation. The testing hipothesis used Kendall corelation; used Konkordansi Kendall W analysis which was added by ordinal regression. Based on the quantitative research method analysis, it can be explained that there was significance between the Policy Communication toward the Effectiveness of the Policy Implementation with positive vision in 0,216, it means that the effectiveness of policy as well as the increasing of communication, but it is in low influence. Significance between the Sources of the Policy toward Effectiveness of the Policy Implementation with positive vision in 0,206, it means that the effectiveness of policy as well as the increasing of sources, but it is in low influence. Significance between Disposition toward the Effectiveness of the Policy Implementation with positive vision in 0,196, it means that the effectiveness of policy as well as the increasing of Disposition, but it is in very low influence. Significance between the Bureaucratic Structures toward the Effectiveness of the Policy Implementation with positive vision in 0,274, it means that the effectiveness of policy as well as the increasing of Bureaucratic Structures, but it is in low influence.Overall, there is the significance of Communication, Sources, Disposition, and Bureaucratic Structures toward the Effectiveness of the Policy Implementaion with positive vision in 0,274, it means that the effectiveness of policy as well as the increasing of Communication, Sources, Disposition, and Bureaucratic Structures, but it is in low influence. |
