| Abstrak | Sebelum adanya pengolahan ikan modern, dikawasan Pelabuhan Perikanan Samudera Cilacap nelayan dan masyarakat hanya mengenal pengolahan ikan secara tradisional seperti dipindang atau diasinkan yang harga jualnya rendah dibandingkan dijual secara segar. Berawal dari kondisi tersebut, Kementerian Kelautan dan Perikanan membuat program Pengolahan Ikan modern agar ikan yang tidak dijual dalam bentuk segar dapat dijual dalam bentuk olahan modern yang memiliki nilai ekonomis yang lebih tinggi dan tanpa mengurangi nilai gizi, sehingga diharapkan kehidupan para nelayan dan masyarakat akan lebih sejahtera. Tujuan penelitian ini adalah untuk mengetahui tahapan difusi inovasi pengolahan ikan dalam program Revolusi Biru Indonesia. Pemilihan informan menggunakan teknik purposive sampling. Pengumpulan data menggunakan teknik wawancara mendalam, observasi, dan dokumentasi. Metode analisis data menggunakan analisis kualitatif deskriptif, sedangkan untuk menganalisisnya, penelitian ini menggunakan model analisis interaktif. Untuk menguji validitas data menggunakan triangulasi data. Hasil penelitian ini menunjukkan bahwa terdapat lima tahapan dalam proses difusi inovasi program Pengolahan Ikan di Pelabuhan Perikanan Samudera Cilacap/PPSC, yaitu : tahap pengenalan, pengetahuan, persuasi, keputusan, dan konfirmasi. Bentuk komunikasi yang terjadi adalah komunikasi antar pribadi dan komunikasi kelompok. |
| Abstrak (Inggris) | Before the modern fish processing exists, the fishermen and the communities in the area of Cilacap Oceanic Fishing Port merely know the traditional fish processing such as smoked or marinated that have lower selling price than sold freshly. Starting from these conditions, the Ministry of Marine Affairs and Fisheries Republic of Indonesia made the modern fish processing program so that the fish which are not sold freshly can be sold in the form of modern processed with a higher economic value and without reducing the nutritional value, thus it is expected that the fishermen and the communities’ lives will become more prosperous. The purpose of this study is to determine the innovation diffusion stage of fish processing in Indonesian Blue Revolution program. The selection of informants used the purposive sampling technique. The techniques of data collection of this study were in-depth interviews technique, observation and documentation. The researcher conducted descriptive qualitative analysis as the method of data analysis, while the interactive analysis model was conducted in analyzing process. To test the validity of the data, the triangulation data is applied by the researcher. The results of this study indicate that there are five stages in the process of innovation diffusion programs at Cilacap Oceanic Fishing Port. , they are: the introduction stage, knowledge, persuasion, decision and confirmation. The forms of communication that occurred were the interpersonal communication and group communication. |
