| Abstrak | Tujuan dari penelitian ini adalah untuk mengetahui sistem multipartai dalam sistem pemerintahan presidensial di Indonesia dan penyederhanaan sistem multipartai di Indonesia melalui penerapan prasyarat minimal perolehan suara partai politik untuk dapat mengikuti pemilu berikutnya (electoral threshold) dan syarat ambang batas perolehan suara partai politik untuk bisa masuk di parlemen (parliamentary threshold). Berdasarkan hasil penelitian dan pembahasan didapatkan kesimpulan bahwa sistem multipartai dalam sistem pemerintahan presidensial di Indonesia tidak tepat. Multi partai (tak terbatas) tidak sesuai diterapkan dalam sistem pemerintahan presidensial, karena akan menyebabkan pemerintahan yang tidak kuat, tidak stabil, dan tidak efektif. Sedangkan penerapan prasyarat minimal perolehan suara partai politik untuk dapat mengikuti pemilu berikutnya (electoral threshold) dapat diterapkan dalam penyederhanaan sistem multipartai di Indonesia, karena partai akan terseleksi secara alamiah oleh rakyat melalui pemilihan umum. Kemudian penerapan syarat ambang batas perolehan suara partai politik untuk bisa masuk di parlemen (parliamentary threshold) dapat merugikan warga negara selaku pemilih, karena dengan pemberlakuan syarat ambang batas (parliamentary threshold) tersebut banyak suara yang tidak diperhitungkan. |
| Abstrak (Inggris) | The purpose of this research is to find out the multiparty system in the presidential government system in Indonesia and the simple system of multiparty in Indonesia through the implementation of minimum prerequisite of voices obtaining of politic party to be able to follow the next election (electoral threshold) and maximum prerequisite of voices gathering of politic party to be able to enter in the parliament (parliamentary threshold). Based on the research result and discussion to obtained the conclusion that the multiparty system in the presidential government system in Indonesia is not appropriate. Multiparty (unlimited) is not appropriate to be implemented in the presidential government system, because it will cause the weak government, unstable, inefficient. And the implementation of minimum prerequisite of voices gathering of politic party to be able to follow the next election (electoral threshold) can be implemented in the simple system of multi party in Indonesia, because party will be selected naturally by the society through the election. Then the implementation of maximum prerequisite of gathering voices of politic party to be able to enter in Parliament (parliamentary threshold) can make loss as the elector, because with the implementation of parliamentary threshold prerequisite there are many of voices that can not be counted. |
