| Abstrak | Penelitian ini bertujuan untuk mengetahui, memahami dan menganalisis peran dan kedudukan, serta kendala yang dihadapi Bagian Hukum Sekretariat Daerah Kabupaten Pemalang dalam proses pembentukan peraturan daerah berdasarkan Permendagri No. 80 Tahun 2015 sebagaimana telah diubah Permendagri Nomor 120 Tahun 2018. Penelitian ini, penulis menggunakan metode penelitian kualitatif dengan pendekatan normatif studi kasus dengan spesifikasi penelitian deskriptif. Penelitian ini mengambil lokasi di kantor Bagian Hukum Seketariat Daerah Kebupaten Pemalang. Metode penelitian kualitatif dengan pendekatan yuridis normatif. Sumber data dalam penelitian ini menggunakan data sekunder diperoleh dari penelitian kepustakaan, dengan melakukan kajian pustaka. Analisa data kualitatif. Berdasarkan hasil penelitian, diperoleh kesimpulan bahwa peran dan kedudukan Bagian Hukum Sekretariat Daerah Kabupaten Pemalang dalam proses pembentukan produk hukum daerah berdasarkan Permendagri No. 80 Tahun 2015 sebagaimana telah diubah Permendagri Nomor 120 Tahun 2018 belum berperan dengan baik. Kendala-kendala yang dihadapi Bagian Hukum Sekretariat Daerah Kabupaten Pemalang yaitu kendala intern dan ekstern. |
| Abstrak (Inggris) | This study aims to determine, understand and analyze the role and position, as well as the obstacles faced by the Legal Section of the Pemalang District Secretariat in the process of forming regional legal products based on Regulation of the Minister of Home Affairs No. 80 of 2015 as amended by Regulation of the Minister of Home Affairs No. 120 of 2018. In this study, the authors used a qualitative research method with a normative approach to case studies with descriptive research specifications. This research takes place in the office of the Legal Section of the Pemalang District Secretariat. This research method use qualitative research methods with a normative juridical approach. Sources of data in this study use secondary data obtained from library research, by conducting literature reviews. Qualitative data analysis. Based on the results of the study, the conclusion is that the role and position of the Legal Section of the Pemalang Regency Secretariat in the process of forming a regional legal product is based on Regulation of the Minister of Home Affairs No. 80 of 2015 as amended by Regulation of the Minister of Home Affairs No. 120 of 2018 has played a very good and obedient role. Constraints faced by the Legal Section of the Pemalang District Secretariat in the process of forming a regional legal product based on Regulation of the Minister of Home Affairs No. 80 of 2015 as amended by Regulation of the Minister of Home Affairs No. 120 of 2018, namely internal and external constraints. |
