| Abstrak | Penelitian ini berjudul Efektivitas Sistem Operasional Bus Rapid Transit (BRT) TransJakarta Koridor 1E Rute Pondok Labu – Blok M. Bus Rapid Transit (BRT) merupakan angkutan umum yang memiliki kualitas tinggi baik dari segi keamanan, kenyamanan, ketepatan waktu, infrastruktur, dan juga sistem transportasi yang terjadwal. Tujuan diadakannya Bus Rapid Transit (BRT) menjadikan transportasi umum yang mudah, cepat, dan terjangkau. Dengan begitu masyarakat dapat menggunakan dan menikmati pelayanan transportasi umum yang berkualitas. Penelitian ini bertujuan untuk mengetahui efektivitas sistem operasional Bus Rapid Transit (BRT) TransJakarta koridor 1E rute Pondok Labu – Blok M dan faktor yang mempengaruhi efektivitas sistem operasional tersebut. Metode yang digunakan dalam penelitian ini yaitu kualitatif deskriptif. Metode pengumpulan data melalui wawancara, observasi, dokumentasi. Sumber data pada penelitian ini yaitu informan langsung, tempat, dan dokumen. Sedangkan analisis yang digunakan dalam penelitian ini yaitu analisis efektivitas dari Duncan yang meliputi pencapaian tujuan, integrasi, dan adaptasi. Serta analisis faktor yang mempengaruhi efektivitas yang meliputi faktor dukungan pemerintah, faktor kualitas sumber daya aparatur, faktor aturan dalam pelaksanaan pelayanan publik, dan faktor produk pelayanan. Hasil penelitian ini menunjukkan bahwa secara keseluruhan efektivitas sistem operasional Bus Rapid Transit (BRT) TransJakarta dikatakan tidak efektif. Hal ini terlihat dari pencapaian tujuan dalam aspek menjadikan TransJakarta transportasi umum yang cepat belum sesuai. Kemudian integrasi, dilihat dari kemampuan dalam melaksanakan sosialisasi pada rute ini belum disediakan informasi dalam bentuk fisik dan prosedur pelaksanaan dikatakan mudah namun masih terdapat beberapa kendala seperti tempat tunggu bus, sistem pembayaran, dan jam operasional belum sesuai. Namun pada aspek Adaptasi, TransJakarta sudah memberikan banyak inovasi seperti pembukaan koridor baru, penyedian armada dan jenisnya. Hanya saja masih perlu ditingkatkan kembali terkait kecepatan waktu tempuh transportasi dan ketersedian sarana prasarana untuk menunjang kelancaran prosedur pelaksanaan. Serta faktor yang mempengaruhi efektivitas sistem operasional dilihat dari dukungan pemerintah dalam peraturan terkait BRT, kualitas sumber daya aparatur dalam tingkat pendidikan dan pelatihan, aturan dalam pelaksanaan pelayanan publik pada SOP dan SPM, dan produk pelayanan yang disediakan. |
| Abstrak (Inggris) | This research is entitled The Effectiveness of the TransJakarta Bus Rapid Transit (BRT) Operational System Corridor 1E Route Pondok Labu - Blok M. Bus Rapid Transit (BRT) is a public transportation that has high quality both in terms of safety, comfort, timeliness, infrastructure, and also a scheduled transportation system. The purpose of Bus Rapid Transit (BRT) is to make public transportation easy, fast, and affordable. That way people can use and enjoy quality public transportation services. This study aims to determine the effectiveness of the TransJakarta Bus Rapid Transit (BRT) operational system corridor 1E route Pondok Labu - Blok M and the factors that influence the effectiveness of the operational system. The method used in this research is descriptive qualitative. Data collection methods through interviews, observation, documentation. The data sources in this research are direct informants, places, and documents. While the analysis used in this research is the effectiveness analysis of Duncan which includes goal achievement, integration, and adaptation. As well as the analysis the factors that influence the effectiveness which includes government support factors, apparatus resource quality factors, regulatory factors in the implementation of public services, and service product factors. The results of this study indicate that the overall effectiveness of the TransJakarta Bus Rapid Transit (BRT) operational system is said to be ineffective, this can be seen from the achievement of goals in the aspect of making TransJakarta a fast public transportation that is not yet appropriate. Then integration, seen from the ability to carry out socialization on this route, information in physical form has not been provided and the implementation procedures is said to be easy but there is still several obstacles such as bus waiting areas, payment systems, and operating hours are not appropriate. However, in the aspect of adaptation, TransJakarta has provided many innovations such as opening new corridors, providing fleets and types. It's just that it still needs to be improved again regarding the speed of transportation travel time and the availability of infrastructure to support the smooth implementation procedures. As well as factors that influence the effectiveness of operational systems that are very influential, namely government support in legislation, the quality of apparatus resources in the level of education and training, as well as rules in the implementation of public services regulated in the SOP and SPM and the service products provided. |
