| Abstrak | Implementasi PP No.12 Tahun 2005 tentang Lembaga Penyiaran Publik Radio Republik Indonesia menjadi faktor utama dalam menunjang keberhasilan tujuan serta peran Radio Republik Indonesia (RRI) sebagai Lembaga Penyiaran Publik kepada masyarakat luas. Dimana LPP RRI menjadi salah satu media informasi yang tertua serta terpercaya dengan menghadirkan banyak informasi bermanfaat dan baik bagi masyarakat luas, hingga saat ini. LPP RRI merupakan lembaga yang didirikan oleh negara yang bersifat independen. Yang artinya bersifat netral dan tidak dibentuk untuk keperluan individu maupun kelompok. Namun dengan beberapa kebijakan baru yang berkaitan dengan Lembaga Penyiaran Publik Radio Republik Indonesia, maka ada beberapa hal yang berdampak dengan berjalannya implementasi kebijakan tersebut. Sehubungan denga hal tersebut, menarik untuk dikasi “Bagaimana implementasi PP No.12 Tahun 2005 tentang Lembaga Penyiaran Publik Radio Republik Indonesia di LPP RRI Purwokerto?”. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi PP No. 12 Tahun 2005 tentang Lembaga Penyiaran Publik Radio Republik Indonesia di LPP RRI Purwokerto. Penelitian ini dilaksanakan di Kota Purwokerto, dengan menggunakan metode penelitian kualitatif. Sasaran penelitian ini adalah pejabat-pejabat LPP RRI Purwokerto yang berperan dalam implementasi kebijakan tersebut. Pemilihan informan menggunakan teknik purposive sampling. Metode penelitian yang dilakukan adalah interaktif. Keabsahan data diuiji dengan teknik triangulasi. Hasil penelitian menunjukkan bahwa implementasi PP No. 12 Tahun 2005 belum dilaksanakan dengan optimal. Kendala dalam sumber daya manusia yang dalam hal ini berkaitan dengan status pekerja kontrak dan PBPNS yang belum jelas mengingat adanya penghapusan bagi tenaga kontrak pada tahun 2023. Selain itu struktur birokrasi yang terjadi belum optimal dengan belum disahkannya Standard Operating Procedures (SOP) di LPP RRI Purwokerto. Hal tersebut juga berdampak pada respon implementor terhadap kebijakan dan pembagian kerja yang masih belum jelas dan belum diatur dalam SOP. Perlu adanya tindak lanjut lebih dalam untuk menanggapi beberapa permasalahan yang terjadi di LPP RRI Purwokerto agar dalam implementasinya dapat berjalan dengan baik dan optimal. | Abstrak (Inggris) | The implementation of PP No. 12 of 2005 concerning the Republic of Indonesia Public Broadcasting Institution is a major factor in supporting the success of the goals and role of Radio Republik Indonesia (RRI) as a Public Broadcasting Institution for the wider community. Where LPP RRI is one of the oldest and most trusted information media by presenting a lot of useful and good information for the wider community, to date. LPP RRI is an institution founded by the state that is independent. Which means it is neutral and not formed for individual or group needs. However, with several new policies related to the Republic of Indonesia Radio Public Broadcasting Institution, there are several things that have an impact on the implementation of these policies. In connection with those things, it is interesting to find out "How is the implementation of PP No. 12 of 2005 concerning the Republic of Indonesia Public Radio Broadcasting Institution at LPP RRI Purwokerto?". The purpose of this research is to find out how the implementation of PP No. 12 of 2005 concerning the Republic of Indonesia Public Radio Broadcasting Institution at LPP RRI Purwokerto. This research was conducted in the city of Purwokerto, using qualitative research methods. The target of this research is LPP RRI Purwokerto officials who play a role in implementing the policy. Selection of informants using purposive sampling technique. The research method used is interactive. The validity of the data was tested with a triangulation technique. The results of the research show that the implementation of PP No. 12 of 2005 has not been implemented optimally. Constraints in human resources, which in this case are related to the status of contract workers and PBPNS, are not yet clear given the abolition of contract workers in 2023. In addition, the bureaucratic structure that has occurred is not optimal with the Standard Operating Procedures (SOP) not ratified yet at LPP RRI Purwokerto . This also has an impact on the implementor's response to policies and the division of labor which is still unclear and has not been regulated in SOPs. There needs to be further follow-up to respond to some of the problems that occurred at LPP RRI Purwokerto so that the implementation can run well and optimally.
