| Abstrak | Penelitian ini merupakan penelitian survei pada Satuan Kerja Perangkat Daerah Kabupaten Banyumas. Penelitian ini berjudul “Pengaruh Implementasi Prinsip Good Governance Terhadap Keberhasilan Pelaksanaan Anggaran Berbasis Kinerja (studi empiris pada Satuan Kerja Perangkat Daerah Kabupaten Banyumas)”. Tujuan penelitian ini adalah untuk mengetahui pengaruh prinsip-prinsip good governance yaitu peraturan dan kualitas peraturan; akuntabilitas, transparansi, partisipasi; kompetensi teknis dan manajerial pegawai; serta teknologi informasi. Populasi dalam penelitian ini adalah seluruh kepala subbagian keuangan dan bina program pada SKPD Kabupaten Banyumas yang berjumlah 56 orang yang seluruhnya dijadikan sampel. Hasil penelitian membuktikan bahwa: (1) peraturan dan kualitas peraturan berpengaruh signifikan terhadap keberhasilan pelaksanaan anggaran berbasis kinerja, (2) akuntabilitas, transparansi, partisipasi berpengaruh signifikan terhadap keberhasilan pelaksanaan anggaran berbasis kinerja, (3) kompetensi teknis dan manajerial pegawai berpengaruh signifikan terhadap keberhasilan pelaksanaan anggaran berbasis kinerja, dan (4) teknologi informasi berpengaruh signifikan terhadap keberhasilan pelaksanaan anggaran berbasis kinerja. Hasil penelitian ini juga membuktikan bahwa 79,7% variasi variabel dependen (keberhasilan pelaksanaan anggaran berbasis kinerja) dijelaskan oleh variabel indepeden (peraturan dan kualitas peraturan; akuntabilitas, transparansi, partisipasi; kompetensi teknis dan manajerial pegawai; teknologi informasi), dan sisanya sbesar 20,3% dijelaskan oleh varibel lain diluar variabel yang digunakan. |
| Abstrak (Inggris) | This research is a survey of work unit of regional public service in Government of Banyumas Regency. This research titled "The Effect of Implementation Good Governance Principles Of Successful Implementation of Performance-Based Budgeting (empirical studies on regional work units Banyumas). The objective of this research is to determine the influence of the principles of good governance of The Rule of Law and Regulation Quality; Accountability, Transparancy and Participation; Technical and Managerial Competence of Civil Servants; Information Technology. Population of this research are the chief of the financial sub-section on education and the chief of community development programs of work unit of regional public service in government of Banyumas regency that amount to 56 person where all of them become the sample. The result of this research proves that (1) The Rule of Law and Regulation Quality have a significantly influence the performance of the successful implementation of the performance-based budgeting; (2) accountability, transparency, participation have a significantly influence the successful implementation of performance-based budgeting; (3) Technical and Managerial Competence of Civil Servants significant effect on the success of the implementation of performance-based budgeting; and (4) information technology have a significant effect on the success of the implementation of performance-based budgeting. The result of this research also proves that 79,7% of variety of dependent variable (Successful Implementation of Performance-Based Budgeting) shown by independent variable (The Rule of Law and Regulation Quality; Accountability, Transparancy and Participation; Technical and Managerial Competence of Civil Servants; Information Technology) and the rest that is 20,3% shown by other varible exclusive of the variable used. |
