| Abstrak | Artikel hasil penelitian ini bertujuan untuk mengetahui dan menjelaskan proses agenda setting Peraturan Bupati Nomor 83 Tahun 2017 tentang Pedoman Tata Cara Pembentukan Desa Pancasila di Kabupaten Cilacap, mengetahui dan menjelaskan siapa saja aktor yang berperan dalam proses agenda setting Peraturan Bupati Nomor 83 Tahun 2017 tentang Pedoman Tata Cara Pembentukan Desa Pancasila di Kabupaten Cilacap. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif institusionalisme dan paradigma konstruktivisme. Hasil penelitian ini menjelaskan proses agenda setting melalaui tiga tahap, yaitu pertama, identifikasi masalah dengan adanya isu radikalisme yang dirasakan oleh masyarakat dianggap menjadi penting. Kedua, definisi masalah menjelaskan keberadaan isu sehingga memunculkan gagasan Desa Pancasila. Ketiga, mobilisasi dukungan dengan menjadikan Desa Pancasila sebagai agenda pemerintah. Aktor yang terlibah dalam proses agenda setting di antaranya: bupati, DPRD, Kesbangpol, Ormas, LSM, dan elemen masyarakat lainnya. Hasil penelitian ini menunjukkan awal mula munculnya gagasan tentang mengangkat isu ideologi Pancasila atas inisiatif Badan Kesatuan Bangsa dan Politik (Kesbangpol). Inisiatif dari Kesbangpol tersebut yang membuat bupati mengeluarkan sebuah peraturan bupati. Dalam proses peraturan bupati, Kesbangpol Cilacap mendefinisikan permasalahan ideologi Pancasila sebagai masalah yang perlu mendapat penanganan lebih dengan pembentukan Desa Pancasila. Dengan demikian, hal tersebut yang menjadikan Desa Pancasila sebagai solusi yang tepat, efektif, dan efisien untuk pemulihan ketahanan masyarakat di Kabupaten Cilacap. |
| Abstrak (Inggris) | This research-based paper aims at to find out and explain the agenda setting process of the Regent Regulation Number 83 of 2017 concerning Guidelines for the Formation of the Pancasila Village in Cilacap Regency, to know and explain who the actors are involved in the agenda setting process are Regulations of the Regent Number 83 of 2017 concerning Guidelines for Regulations How to Form a Pancasila Village in Cilacap Regency. By using a qualitative method and a case-study approach in the framework of the institutionalism perspective and the constructivism paradigm, the result of the research reveals that the process of setting agenda through three stages, namely first, identification of problems with the issue of radicalism felt by the community is considered to be important. Second, the definition of the problem explains the existence of the issue so that the idea of Pancasila Village came up. Third, the mobilization of support by making the Pancasila Village a government agenda. ctors involved in the agenda setting process include: district head, DPRD, Kesbangpol, CSOs, NGOs, and other elements of society. The results of this study indicate the beginning of the emergence of the idea of raising the ideology of Pancasila on the initiative of the National Unity and Politics Agency (Kesbangpol). The initiative from the Kesbangpol made the regent issue a regent regulation. In the regent's regulatory process, the Cilacap Kesbangpol defines the ideology of Pancasila as a problem that needs more treatment with the establishment of the Pancasila Village. Thus, this makes the Pancasila Village an appropriate, effective, and efficient solution for restoring community resilience in Cilacap Regency. |
