| Abstrak | Sistem Layanan Rujukan Terpadu (SLRT) Trengginas Kabupaten Tegal merupakan sistem layanan yang membantu mengidentifikasi kebutuhan masyarakat miskin dan rentan miskin serta menghubungkan mereka dengan program-program perlindungan sosial dan penanggulangan kemiskinan yang diselenggarakan pemerintah, baik pemerintah pusat, provinsi, maupun kabupaten/kota sesuai dengan kebutuhan mereka. Penelitian ini akan melihat efektivitas SLRT sebagai pelayanan terpadu yang memudahkan masyarakat mengakses pelayanan sosial. Kerangka konsep yang digunakan merujuk pada lima prinsip efektivitas implementasi kebijakan menurut Riant Nugroho (2011) yakni meliputi ketepatan kebijakan, ketepatan pelaksana, ketepatan target, ketepatan lingkungan, dan ketepatan proses.Metode yang digunakan dalam penelitian ini yaitu kualitatif. Pemilihan informan menggunakan teknik purposive sampling. Pengumpulan data menggunakan, observasi , wawancara dan dokumentasi. Metode analisis data yang digunakan adalah metode analisis interaktif. Hasil penelitian ini menunjukkan bahwa Efektivitas Sistem Layanan dan Rujukan Terpadu Trengginas Kabupaten Tegal belum berjalan dengan baik memudahkan masyarakat dalam mengakses pelayanan sosial yang terpadu. Ketepatan kebijakan yang dibuat belum menyediakan semua jenis pelayanan sosial dan belum tersedia pelayanan di semua desa di Kabupaten Tegal. Ketepatan pelaksana pembagian tugas belum dijalankan dengan baik. Ketepatan Target semua jenis pemerlu pelayanan kesejahteraan sosial(PPKS) belum dapat dilayani dengan baik di SLRT. Ketepatan Lingkungan kurang adanya koordinasi yang baik antar tim pelaksana SLRT. Dan Ketepatan Proses kurangnya penerimaan yang baik Dinas Sosial sebagai pelaksana kebijakan menyelenggarakan SLRT. |
| Abstrak (Inggris) | The Trengginas Integrated Referral Service System (SLRT) in Tegal Regency is a service system that helps identify the needs of the poor and vulnerable poor and connects them with social protection and poverty reduction programs organized by the government, both central, provincial, and district/city governments in accordance with their needs. This study will look at the effectiveness of SLRT as an integrated service that makes it easier for people to access social services. The conceptual framework used refers to the five principles of policy implementation effectiveness according to Riant Nugroho (2011) which include policy accuracy, implementation accuracy, target accuracy, environmental accuracy, and process accuracy. The method used in this study is qualitative. Selection of informants using purposive sampling technique. Data collection using, observation, interviews and documentation. The data analysis method used is an interactive analysis method. The results of this study indicate that the effectiveness of the Trengginas Integrated Service and Referral System in Tegal Regency has not been running well to facilitate the community in accessing integrated social services. The accuracy of the policies made has not provided all types of social services. The accuracy of implementing the division of tasks has not been carried out properly. Target Accuracy All types of need for social welfare services (PPKS) have not been served properly in SLRT. Environmental Accuracy Lack of good coordination between the SLRT implementation team. And the Accuracy of the process lacks good acceptance of the Social Service as the implementer of the policy of implementing the SLRT. |
